STATE SCALE SERVICE FOR CAS

ABSTRACT
Private Aided Degree Colleges – Counting of the service of Lecturers of Private
Aided Degree Colleges who were in the State Scales of Pay and subsequently
allowed UGC Scales – Counting of 50% of State Pay Scale in the cadre of
Lecturer for the purpose of computing the qualifying service for Career
Advancement Scheme – Extension of G.O.Rt.No.24 Higher Education Department
dated 8-1-2007 to the Lecturers working in Private Aided Degree Colleges –
Orders – Issued.

O R D E R:-
In the G.O. first read above, in which the A.P. Revised U.G.C., scales of
Pay, 1996 was introduced. Para 7 (iii) of the G.O., provides that the revised UGC
scales are applicable to teachers who are drawing pay in the State Pay Scales of
1987/1993. Item (6) of the Annexure to the said G.O., provides for counting of
past service, without any break as a Lecturer or equivalent in a University,
College etc., for the purpose of Career Advancement, subject to satisfaction of
certain conditions. Condition (4) among them stipulates that the concerned
Lecturers must have possessed the minimum qualifications prescribed by the
UGC for appointment as Lecturers. Now, for the appointment of Lecturers the
UGC has inter-alia prescribed passing of the National Eligibility Test (NET) or an
accredited test (SLET) as one of the minimum requirements. The University may
however exempt Ph.D., holders from NET/SLET.
2. Government in G.O.Ms.No.61 Higher Education Dept., dt. 16-7-2001
issued orders exempting Junior Lecturers/Physical Directors/ Librarians in
Government Junior Colleges, who were appointed prior to 1-1-1986 and who
were promoted as Lecturers/Physical Directors/Librarians in Government Degree
Colleges after 1-1-1986 from passing the National/State Level Eligibility Test for
the purpose of allowing UGC Scales. All the direct recruits, who were appointed
after 1-1-1986 were also exempted from passing NET/SLET and allowed UGC
Scales, 1996. Hence, from the date of issue of the said G.O., i.e., 16-7-2001 the
service rendered in the category of Lecturer/Physical Director/Librarian in
Government Colleges is being counted for CAS., if conditions stipulated in G.O.,
first read above, other than a pass in NET/SLET are satisfied. Subsequently,
Government in G.O.Ms.No.10 Higher Education (CE.I-1) Dept., dated 19-2-2004,
have issued orders directing that weightage of 50% of service over and above
five years of service in the category of Junior Lecturer (which is required for
promotion as Lecturer) in Government Junior Colleges/Government Degree
Colleges (if it is a composite college) shall be reckoned only for the purpose of
CAS., prospectively without prejudice to the existing seniority among the
Lecturers working in Degree Colleges drawn from various sources of recruitment
and that higher pay by virtue of that order will not entitle one to seniority over
other Lecturers and that the monitory benefit would be prospective only.

3. In the G.O., second read above, orders were issued directing that 50% of
service, rendered in the category of Lecturers in Government Degree Colleges in
the State Pay Scales prior to the exemption from NET/SLET, wherever applicable
as per G.O.Ms.No.61 Education, dated 16-7-2001, shall be reckoned for the
purpose of Career Advancement Scheme, and the monitory benefit on account of
this order will be allowed with prospective effect from the date of issue of said
order. Government also directed that in respect of Degree College Lecturers who
passed the NET/SLET examination prior to 16-07-2001, the entire service
rendered from the date of passing the NET/SLET examination shall count for
CAS., subject to satisfaction of other conditions prescribed in the G.O. first read
above.
4. In the meeting held on 06-09-2010 in the Chambers of Hon’ble Minister
(Higher Education & NRI) with representatives of ACTA., etc., it was decided to
extend the benefit of G.O.Ms.No.24 Education, dated 8-01-2007 to Aided
Colleges.
5. The General Secretary, A.P. Aided Degree College Lecturers Association,
Affiliated College Teachers' Association, Hyderabad and President, SC/ST
Lecturers Association, Padmaraonagar, Secundrabad in their representations
have requested the Government to extend the benefit of counting of State Pay
Scale service rendered by the Lecturers for purpose of CAS to the Lecturers
working in Private Aided Degree Colleges also on par with Government Degree
College Lecturers, issued in G.O.Rt.No.24 Education, dated 8-1-2007.
6. The Commissioner of Collegiate Education, A.P., Hyderabad in his letters
read above has reported that there are approximately (983) Lecturers, who will
be benefited if 50% of service rendered in State pay scales is counted for
computing the qualifying service for CAS. Out of (983) Lecturers, (837)
Lecturers have been exempted from passing NET/SLET and allowed UGC scales
of 1996 with effect from 16-7-2001 notionally with effect from 3-10-2005 in
terms of G.O.Ms.No 140 dated 3-10-2005. Counting of notional period i.e., from
16-7-2001 for computation of CAS is under examination of Government. If
Government considers the above notional period for computation of CAS and also
if 50% of service rendered in State pay scales is counted for CAS., there will be
an approximate financial commitment of Rs.1,58,59,476/- per annum in respect
of (837) Lecturers. In respect of the remaining (146) Lecturers, who were
appointed in State pay scales and subsequently allowed UGC scales as per
eligibility, if 50% of service rendered in the State pay scales is taken in to
consideration for CAS., the approximate financial commitment comes to
Rs.27,66,408/- per annum, and requested the Government to issue suitable
orders on the proposal of the Associations.
7. The Government after careful examination of the matter, hereby decided
that the orders issued in the G.O. second read above be extended to the Private
Aided Degree Colleges. Accordingly, direct that 50% of service, rendered in the
category of Lecturers in Private Aided Degree Colleges in the State Pay Scales
prior to the exemption from NET/SLET, wherever applicable as per G.O.Ms.No.61
Education, dated 16-06-2001, shall be reckoned for the purpose of Career
Advancement Scheme, and the monitory benefit on account of this order
will be allowed with prospective effect from the date of issue of this order.
Government also direct that in respect of Private Aided Degree College Lecturers
who passed the NET/SLET examination prior to 16-07-2001, the entire service
rendered from the date of passing the NET/SLET examination shall count for
CAS., subject to satisfaction of other conditions prescribed in the G.O. first read
above, subject to meeting the expenditure within the existing Budget.

8. The Commissioner of Collegiate Education, A.P., Hyderabad shall take
further action in the matter accordingly.
9. This order issues with the concurrence of Finance (Expr.HE) Department,
vide their U.O.No.1298/38/Expr.HE/2011, dated 02-02-2011.
